The Program Manager provides strategic leadership and operational oversight for the College Credit for Heroes initiative. This position directs implementation of a state-funded workforce grant, ensuring compliance, fiscal accountability, and achievement of performance objectives. The role leads coordination of military credit evaluation processes across academic and administrative units to improve articulation, reduce time to degree, and support student success. The Program Manager advances institutional goals related to enrollment, retention, and workforce alignment while strengthening cross-functional collaboration and process efficiency.
*Note: This is a full-time, grant funded position. Continuation of the position is dependent upon future funding.
Duties: - Provides overall program leadership and coordination for the College Credit for Heroes initiative, including planning, execution, and monitoring of program activities.
- Oversees grant administration to ensure alignment with approved scope of work, budget, and funding requirements.
- Manages preparation and submission of required performance, progress, and fiscal reports to funding agencies.
- Coordinates institutional processes related to military credit evaluation and articulation to support timely and consistent outcomes.
- Serves as a primary liaison with academic departments, registrar, advising, and admissions to support program goals.
- Leads program data collection, tracking, and assessment to evaluate effectiveness and student impact.
- Supports outreach and engagement efforts by representing the program at events, orientations, and community activities.
- Maintains program documentation, records, and process materials to support compliance, audits, and sustainability and performs related duties as assigned.
Required Qualifications: - Bachelor's degree
- Three or more years of experience supporting or managing operational, programmatic, administrative functions in a professional setting or related work.
Preferred Qualifications: - Master's degree in Higher Education, Public Administration, Business Administration, Organizational Leadership, or related field.
- Five or more years of experience of academic degree plans and military credit evaluation processes.
Knowledge, Skills and Abilities: - Knowledge of program management principles, including planning, implementation, and evaluation of initiatives.
- Knowledge of grant administration, compliance requirements, and budget oversight within public or higher education settings.
- Knowledge of higher education processes related to credit evaluation, academic collaboration, and student services.
- Skills in data tracking, reporting, and use of spreadsheets or database systems to monitor program outcomes.
- Skills in coordinating cross-functional workflows and managing timelines across multiple stakeholders.
- Ability to manage multiple priorities, deadlines, and compliance requirements in a structured environment.
- Ability to analyze data and identify trends, risks, and areas for process improvement.
- Ability to collaborate effectively with academic departments, administrators, and external partners.

- Knowledge of workforce development initiatives or programs supporting military-connected or nontraditional students.
