Congressional Affairs Analyst

Position Overview
PCI Native Solutions is seeking a Congressional Affairs Analyst to support the U.S. Army Materiel Command (AMC) at Redstone Arsenal. The role helps AMC communicate how its installation, logistics, and materiel-readiness capabilities support the Army and joint force. Combining congressional affairs analysis, strategic communications planning, executive-level research, and disciplined action tracking, the strategist will apply knowledge of AMC programs, missions, functions, priorities, and management channels to deliver accurate, time-sensitive recommendations and decision-ready products for senior leaders.
Key Responsibilities
  • Monitor congressional processes, calendars, hearings, markups, legislative milestones, published material, and engagements across AMC and on Capitol Hill; identify and explain potential effects on AMC equities.
  • Quickly review and summarize bill text, amendments, committee reports, authorization and appropriations measures, and other congressional materials; identify relevant equities, risks, opportunities, and required follow-up.
  • Establish clear objectives for congressional monitoring, capture key points from legislative hearings and publications, and produce concise summary headlines and one- to two-page analyses for leadership review and organizational records.
  • Prepare recurring weekly congressional analyses in Microsoft Word, as well as executive summaries, briefings, talking points, read-aheads, responses to questions, and other decision-support products requested by the customer.
  • Coordinate constituent casework, congressional inquiries, requests for information, and formal staffing actions from receipt through closure, maintaining accurate records, deadlines, approvals, and disposition.
  • Develop and revise customized short- and long-range communications plans with goals, timelines, milestones, and measures of success.
  • Conduct stakeholder analysis that identifies and prioritizes AMC audiences; develop targeted messages and recommend the most effective channels and tactics for reaching each stakeholder group.
  • Develop business cases for recommended communications activities that address purpose, anticipated impact, return on investment, implementation approach, milestones, success measures, and potential risks.
  • Analyze published media and broader industry trends for their effect on AMC equities and recommend appropriate media and press strategies.
  • Create and edit accurate communications materials, including articles, reports, presentations, newsletters, brochures, and supporting content, aligned with command themes and key messages.
  • Apply Army branding guidance, the Army.mil Style Guide, and Associated Press style to communications products, using peer review and quality-control processes before delivery.
  • Work across Army organizations and offices, including congressional liaison, budget, public affairs, and technical stakeholders, to gather inputs, reconcile information, and ensure products reflect current Army and AMC priorities.
  • Maintain organized, version-controlled files, trackers, contact lists, source materials, and searchable records in Microsoft Teams and SharePoint; communicate status, schedule changes, issues, and recommended resolutions promptly.
  • Evaluate communications activities and products for timeliness, effectiveness, stakeholder impact, and customer satisfaction; document lessons learned and recommend improvements.
  • Handle sensitive, time-critical work with discretion while maintaining a strictly apolitical, professional bearing in all interactions with congressional offices, Government leaders, partners, and colleagues.
Required Qualifications
  • Bachelor's degree
  • 7 years of applicable experience
  • Must have and maintain an active DoD Secret Clearance
  • Demonstrated working knowledge of congressional processes, terminology, stakeholders, and legislative timelines.
  • Experience analyzing and summarizing complex bill text, policy materials, legislative hearings, congressional publications, and engagement activity for organizational equities and leadership action.
  • Working knowledge of the U.S. Army and Army Materiel Command missions, organizations, programs, functions, management channels, equities, and priorities.
  • Experience developing strategic communications plans, stakeholder analyses, targeted messaging, implementation recommendations, milestones, timelines, and measurable success criteria.
  • Experience supporting congressional inquiries, requests for information, constituent casework, executive correspondence, or comparable time-sensitive staffing actions.
  • Strong ability to translate complex mission, policy, operational, and legislative information into concise, accurate products for senior leaders and varied stakeholder audiences.
  • Advanced proficiency with Microsoft Teams, SharePoint, Word, Excel, and PowerPoint.
  • Working knowledge of Army branding guidance, the Army.mil Style Guide, and Associated Press style, with demonstrated writing, editing, fact-checking, and quality-control skills.
  • Exceptional organization, research, analytical, and project-management skills, with close attention to detail, source accuracy, deadlines, and version control.
  • Ability to manage multiple priorities and short-notice requirements, communicate project status and risks, and deliver quality products in a time-sensitive environment.
  • Ability to communicate effectively with senior leaders, action officers, public affairs professionals, technical subject-matter experts, and external stakeholders.
  • Demonstrated sound judgment, discretion, and the ability to remain objective, nonpartisan, and professional in a politically sensitive environment.
  • Ability to work independently, collaborate across organizational boundaries, and produce decision-ready work with limited supervision.
  • Ability to obtain and maintain a favorable background investigation and an active Secret security clearance.
Preferred Qualifications
  • Direct experience with Army congressional processes and timelines.
  • Experience analyzing defense-related authorization, appropriations, or other legislation.
  • Experience working with the Office of the Chief Legislative Liaison (OCLL) and/or the Assistant Secretary of the Army for Financial Management and Comptroller, Budget Liaison (SAFM-BUL).
  • Experience using the Enterprise Task Management Software Solution (ETMS2) to staff, track, and close actions.
  • Experience building dashboards, reports, or data visualizations in Microsoft Power BI.
  • Experience using the Army Vantage data analytics platform.
  • Prior support to a Department of Defense or federal headquarters organization in a congressional affairs, legislative affairs, strategic communications, public affairs, policy, or executive-support role.
  • Experience monitoring legislative hearings and publications and producing concise headline summaries and one- to two-page analyses for decision-makers.
Work Location and Security Requirements
This position performs work on-site at AMC at Redstone Arsenal in Huntsville, Alabama. The employee must be eligible for installation and Government network access, obtain and maintain a favorable background investigation and Secret security clearance, safeguard Government information, and mark and handle applicable work products as Controlled Unclassified Information.
