| Position Summary | This position will lead state-level work to develop and implement a coordinated home visiting system through the Center for Coordinating Oregon Home Visiting Systems (CCOHVS) housed at PSU’s Regional Research Institute. The position will be responsible for leading collaborative cross-system design, planning and implementation to achieve key systems goals stated in Oregon’s comprehensive, cross-sector Early Childhood Strategic Plan, Raise Up Oregon 2.0 and in alignment with the Early Childhood Home Visiting Systems Change Theory of Action. This position will work directly with state agency directors, policy makers, and other members of the Early Learning Council and related committees to implement changes needed to ensure that Oregon’s home visiting system is “equitable, integrated, accessible, inclusive, anti-racist, and family centered.” The position will be responsible for developing and implementing collaborative, group-based problem solving strategies to build consensus across multiple strategic partners that provide, coordinate, and/or fund home visiting for families with young children. This includes regular contact with state agency Directors and Managers (e.g., Department of Early Learning and Care (DELC); the Oregon Health Authority (OHA), the Oregon Department of Human Services (ODHS), and the Oregon Department of Education (Early Intervention/Early Childhood Special Education); Oregon state legislators and their staff; Oregon’s Tribal governments, DELC’s Tribal Advisory Committee, and the Tribal Early Learning Hub; state-level family leadership and advocacy organizations (e.g., Oregon Head Start Association) and with state-funded home visiting program leaders (e.g., Healthy Families America, Nurse-Family Partnership, Early Head Start/Head Start, etc.). The position will work in tandem with, and align work being led for, regional home visiting center coordination at CCOHVS. This position requires flexible thinking, problem solving, and creativity in adapting to changing policy environments and evolving priorities for home visiting programs and the associated workforce. The person will execute independent leadership and decision making; conduct ongoing policy and program analysis; and will work with a committed team at CCOHVS to manage a multi-year, multi-pronged project that drives progress towards CCOHVS long-term system goals:
This is a high-level position requiring a Master’s degree or Bachelor’s degree plus relevant experience in leading collaborative group-based processes using systems change, human-centered design, and/or equity-focused inquiry strategies. Experience and/or knowledge of early childhood and/or home visiting programs and services across program models and across state agencies is required. In accordance with the AAUP collective bargaining agreement this position is open only to current PSU AAUP academic professionals. Article 17 Section 11 refers. |

| Total Compensation Range & Benefits Statement | Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity. The starting annual salary for this position will be between $71,520 and $83,868, but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR. An excellent benefits package includes 95% premium paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
