Program Manager Employment Referral Services

Job Description

Position Summary

This position is responsible for developing, implementing, and leading a comprehensive Employment Referral Services program that supports individuals with barriers to employment in obtaining and maintaining meaningful work opportunities within the organization. This position cultivates and manages strategic partnerships with referral agencies and community organizations, oversees an effective intake and assessment process, and collaborates cross-functionally to increase hiring outcomes.

Essential Duties(Other duties within the scope of this position may be assigned.)

• Develops and executes the Employment Referral Services strategy and operational plan in alignment with organizational priorities, workforce needs, and mission impact objectives.
• Develops and implements processes and systems to effectively manage staff, participant caseloads, intake activities, and data resources while ensuring operational excellence and compliance with organizational policies and procedures.
• Utilizes data and reporting tools to monitor program performance, identify trends, and drive continuous improvement initiatives.
• As needed, conducts outreach, intake, assessment, and support activities for individuals with barriers to employment to facilitate obtaining and maintaining employment.
• Develops, maintains, and strengthens relationships with community agencies, government entities, educational institutions, workforce development organizations, and other referral partners to increase and sustain referral pipelines.
• Represents the organization at community forums, councils, workforce development meetings, hiring events, and informational sessions that support strategic workforce initiatives.
• Collaborates with organizational leaders, operations teams, supervisors, and support departments to identify and expand employment opportunities for individuals with barriers to employment.
• Ensures program records, participant documentation, and reporting activities are maintained in accordance with agency standards, policies, and applicable regulations.
• Identifies process improvement opportunities and implements solutions that enhance participant experience and program outcomes.
• Leads, coaches, and develops direct reports through goal setting, performance management, regular feedback, career development, recognition, and accountability.

Supervisory Responsibilities

The associate in this position has supervisory responsibility for designated associates in their department.

Education/Experience/Certificates/Security Clearance

• High School Diploma or GED required. Bachelor's degree in a human services related field preferred.

• 3 Years' experience in a related field required.

• Social work or other related credential preferred.

• Valid state driver's license, insurance and satisfactory driving record are required.

• Required to pass state and federal criminal background and sex offender checks. Depending upon contract specifications, may also be required to pass CPS and LEIE background checks and other background checks as necessary.

• Ability to operate PC and databases, proficiency with payroll systems and Microsoft Office Suite including Word, Excel, and PowerPoint, required.

This associate may have access to Confidential Information (CI) and is required to be familiar with the Goodwill policy 11.01 Confidentiality of Data related to the handling of CI, and follow all related procedures required to protect the privacy and security of CI.

Physical Demands/Work Environment/Work Conditions

• The associate is required to lift 20 pounds maximum with frequent lifting and/or carrying objects weighing up to 10 pounds. Walking or standing to a significant degree involves sitting most of the time with a degree of pushing and pulling.

• The associate works in a moderate work environment with occasional exposure to extreme atmospheric conditions (temperature, noise, fumes, dust, etc.).

• The associate is required to travel throughout the Goodwill service area. Occasional overnight travel is required.• Associate may be required to transport associates and/or equipment.• The associate must be available to work on call hours as scheduled
