IBM ELM Manager

Job Description

We are seeking an experienced IBM ELM Manager with 10+ years of IT and engineering tools expertise to lead and manage enterprise implementations and operations of IBM Engineering Lifecycle Management (ELM) platforms.

This role will primarily oversee DOORS Next Gen (DNG), DOORS Classic, ClearCase, and ClearQuest, managing both delivery and operational excellence while supporting global engineering and product teams.


Responsibilities
Key Responsibilities
  • Own and manage IBM ELM ecosystem including:
    • DOORS Next Generation (DNG)
    • DOORS Classic
    • ClearCase
    • ClearQuest
  • Lead end-to-end lifecycle management solutions supporting requirements, version control, and defect tracking.
  • Drive migration and modernization initiatives (e.g., DOORS Classic → DOORS NG, ClearCase modernization).
  • Ensure stability, performance, and availability of ELM platforms across global teams.
  • Define and implement governance, standards, and best practices for requirements management and configuration management.
  • Collaborate with engineering, QA, and product teams to align tools with business processes.
  • Manage client/stakeholder engagement, especially for distributed/global teams (including US stakeholders).
  • Lead and mentor a team of engineers/admins (8–20 members), including vendor coordination if applicable.
  • Oversee incident management, problem resolution, and continuous improvement initiatives.
  • Ensure compliance with audit, security, and regulatory requirements.


Qualifications
Must be a US Citizen due to contractual requirements.

Must Have:
  • 10+ years of IT experience, with leadership experience in enterprise tool or platform management.
  • Prior exposure to IBM ELM tools such as DOORS NG, DOORS Classic, ClearCase, or ClearQuest.
  • Strong experience in project/program management and delivery governance.
  • Experience managing distributed/global teams and multi-stakeholder environments.
  • Familiarity with engineering lifecycle processes (requirements, configuration, change management).
