Senior Civil Engineer

Job Description

The Riverside County Flood Control and Water Conservation District has an opportunity for one Senior Civil Engineer position.

The Senior Civil Engineer will plan the work, select, direct, supervise, train, direct talents, evaluate assigned staff, and determine priorities for assigned projects; supervise engineers, technicians and consultants in the design and preparation of drawings, specifications, estimates, and contract documents in connection with the construction or maintenance of a flood control projects; review, evaluate, recommend, and/or approve proposals involving flood control projects.

Other duties include: administer assigned budgets, prepare budget requests, and control expenditures; direct and supervise the research, development, and preparation of long-range master drainage plans; direct, coordinate, and supervise a variety of engineering services; review subdivision and land use cases, oversee the preparation of flood hazard reports and recommend drainage conditions of approval to the County of Riverside; represent the department before other agencies and the public.

Competitive experience includes hydrology, hydraulic, and/or supervisory experience, presenting and communicating complex Flood Control and engineering project components to audiences of varying levels of technical understanding, and a broad range of experience in District/public works projects, as well as demonstrated project management.

A hybrid schedule may be available once training or probationary period is complete.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.•Plan the work, select, direct, supervise, train, direct talents, evaluate assigned staff, and determine priorities for assigned projects.

•Supervises engineers, technicians and consultants in the design and preparation of drawings, specifications, estimates, and contract documents in connection with the construction or maintenance of flood control projects.

•Reviews, evaluates, recommends, and/or approves proposals involving flood control projects.

•Administers assigned budgets, prepares budget requests, and controls expenditures.

•Directs and supervises the research, development, and preparation of long-range master drainage plans; directs, coordinates, and supervises a variety of engineering services.

•Reviews subdivision and land use cases, oversees the preparation of flood hazard reports and recommends drainage conditions of approval to the County of Riverside.

•Represent the department before other agencies and the public.Experience: Four years of professional civil engineering experience, including two years in work associated with flood control projects.

Education: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

Knowledge of: The principals and practices of engineering especially as they apply to traffic, transportation planning, sanitary landfill, highway, flood control, or water conservation construction and maintenance; engineering mathematics; the characteristics and behavior of various construction materials; environmental monitoring and installation of gas extraction systems at sanitary landfills; state and federal standards concerning public works design and construction; engineering economics; the principles and techniques of engineering administration, personnel management and budgeting.

Ability to: Plan, organize and direct the work of an engineering unit; lay out and supervise the work of professional engineers; perform or review difficult engineering calculations; prepare or direct the preparation of complex plans and specifications, and comprehensive technical reports; perform difficult technical research to analyze situations accurately, and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans of public works projects; establish and maintain cooperative working relationships with others.

License/Certificate: Possession of a valid California Driver's License is required to attend job walk throughs and inspections.
Physical Requirements: Must have manual dexterity to hand write and use personal computers; corrected vision if needed to read standard text, labels, display screens and computer screens. Must have ability to perform occasional light physical work outdoors, like inspections, during the summer throughout Riverside County.Application Status:
