Description:

This position is 100% on site located at the University of Houston in Houston, TX.

Under general supervision, performs process analysis and design through coordination with technical and functional staff. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure.

This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure.

1. Responsible for complex system process analysis, design and simulation. Understands the University's business systems and State of Texas regulations.
2. Responsible for analysis and re-design of current processes.
3. Communicates and resolves issues with functional staff, and coordinates programming requirements with technical staff. Recommends and facilitates improvements to current policies and procedures.
4. Integrates new process with existing ones, and coordinates training requirements for end-users.
5. Recommends testing strategies and acceptance criteria.
6. Performs other job-related duties as assigned.

MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: No experience is required.

The Functional Analyst 1 supports day-to-day analysis, documentation, testing, and end-user support activities for College business applications. This role works under the guidance of the Senior Functional Analyst and follows established standards, templates, and processes.

• Support requirements gathering and documentation: Participate in stakeholder meetings, capture notes, and draft basic requirements/user stories, process flows, and acceptance criteria for review by the Senior Functional Analyst and Sr. Director of College IT Infrastructure & Data Analytics.
• Assist with application configuration, integration, and build tasks: Perform routine configuration and content updates in systems (e.g., forms, fields, simple workflows, views, and reports) following established design patterns and oversight. Support Senior Functional Analyst in the development of application/system integrations.
• Create and maintain user documentation: Draft job aids, quick-reference guides, FAQs, and standard operating procedures; update documentation after enhancements and releases.
• Assist with training delivery: Help schedule training sessions, prepare training environments and sample data, and provide in-session support for end users.
• Support reporting and data quality activities: Build and maintain standard reports/dashboards, validate report logic, and assist with routine data audits to promote data integrity and consistency.
• Coordinate updates and communications: Help draft release notes and user communications, maintain enhancement/request logs, and track status of assigned tasks to closure.
• Follow governance and security practices: Apply established access, privacy, and retention requirements; assist with user access requests and periodic access reviews under supervision.

Desired Skills and Experience
• Working knowledge of Python, Excel, and Power BI.
• Experience supporting or building business applications, including formulas, data relationships, reports/dashboards, and integrations (preferred).
• Understanding of database design fundamentals and data modeling concepts.
• Experience with Quickbase application development required.
• Familiarity integrating with Microsoft 365 tools, including SharePoint Online and the Microsoft Power Platform (preferred).
• Strong written and verbal communication skills, with the ability to collaborate effectively with stakeholders with all levels of technical understanding.
• Demonstrated analytical and problem-solving skills, including attention to detail and data quality.
• Ability to manage multiple tasks, prioritize work, and operate with increasing independence.
