The University of Houston is seeking a highly organized and community-focused professional to serve as Program Manager for the Judy Cook Building (JCB), a central hub for community engagement. This role will oversee daily operations, coordinate programs and events, manage budgets and administrative processes, and ensure the space operates efficiently as a welcoming resource for both campus and community partners.

The ideal candidate will bring strong organizational, operational, and communication skills, with the ability to manage multiple priorities and support a dynamic, community-facing environment. This position plays a key role in advancing the University's commitment to meaningful community engagement and partnership.

Manages the day-to-day operations of a large university program or department, including the supervision of staff employees, student workers, programs or processes.

1. Plans and develops procedures for administering a large or complex department or program.

2. Manages fiscal activities, including procurement and budget analysis.

3. Provides guidance to subordinate staff and evaluates performance.

4. Prepares abstracts, research reports, funding proposals, operations and procedure manuals, and other written material and documentation.

5. Creates and reviews reports of expenditures and activities.

6. May administer grants and grant-related related communications, scholarships and other operations.

7. Develops, implements and maintains appropriate policies and procedures.

8. May serve as property custodian for the department.

9. Performs other job-related duties as assigned.

MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of one (1) year of directly job-related experience. Certification/Licensing: None.

The Judy Cook Building (JCB) Program Manager oversees the day-to-day operations of this dynamic community engagement hub, ensuring the effective coordination of programs, events, and facility use. This role is responsible for planning and implementing operational procedures, managing budgets and procurement, and maintaining policies that support efficient and welcoming use of the space. The position supervises staff and student workers, provides performance guidance, and prepares reports, proposals, and operational documentation. Additionally, the Program Manager monitors expenditures and activities, may support grant-related functions, and serves as a key point of coordination to ensure JCB operates as a high-impact, community-facing resource aligned with the University's mission.

• Oversee event operations, including room setups, breakdowns, logistics, and on-site issue resolution.
• Manage event space scheduling, reservations, and usage coordination, including tracking data and preparing usage reports.
• Serve as the primary point of contact, responding to inquiries, delivering excellent customer service, and addressing concerns professionally.
• Recruit, train, schedule, and supervise student employees, ensuring adequate coverage and performance support.
• Coordinate event access, staffing, signage, and accessibility requirements.
• Support administrative and strategic functions, including reporting, budget and expense tracking, usage analysis, strategic planning, providing supervisor feedback on program operations and engagement strategies, and participating in committees and special projects.
• Act as liaison with Facilities, IT, Police, Risk Management, and other campus partners.
• Develop, implement, and enforce building use policies, guidelines, and accurate public-facing information (hours, policies, and space availability).
• Maintain inventory of furniture, equipment, keys, access cards, and operational supplies.
• Ensure compliance with university policies, fire code, ADA accessibility, and risk management standards.
