Description: Pono Aina Management LLC is currently seeking an FMS Case Finance Support Specialist to join their team. This high-visibility and critical financial role provides expert financial management, analysis, reporting, and strategic advisory support for all Foreign Military Sales (FMS) cases supporting the Royal Australian Air Force’s F/A-18F Super Hornet and EA-18G Growler programs. The position serves as the primary financial liaison between the Australian Liaison Office, NAVAIR, PMA-265, and other U.S. stakeholders. The successful candidate will ensure accurate forecasting, transparent financial oversight, and proactive issue resolution for multi-million-dollar FMS sustainment programs in a complex bi national defense environment.
Key Responsibilities
- Conduct periodic FMS case financial status liaison and prepare comprehensive monthly financial reports (forecast vs actuals)
- Lead the development and maintenance of the annual Defense Management Financial Plan (DMFP) and Mid-Year Review for all relevant ACEASPO NAVAIR FMS cases
- Build and maintain strong working relationships with PMA-265 and NAVAIR business finance managers to understand disbursement forecasting tools, cost drivers, and financial methodologies
- Provide the RAAF with timely, actionable business intelligence and professional financial advice on complex FMS matters
- Identify financial trends, risks, and opportunities and proactively advise senior Australian stakeholders
- Contribute to strategic planning and the establishment of consistent financial management arrangements across all ACEASPO NAVAIR FMS cases
- Participate in ongoing FMS sustainment case financial reviews using evolving templates and formats
- Provide assurance and oversight of LO travel approvals and Budget Limit Advice (BLA) processing
- Support accurate General Operating Budget (GOB) journaling and financial reconciliation activities
- Exercise initiative and sound judgment in the interpretation of policy and application of financial practices
- Support program management activities including risk management (using Predict! or similar tools) and FMS case development
Mandatory Requirements:
- U.S. or Australian Citizenship
- Current or ability to obtain a U.S. SECRET clearance (or Australian AGSVA equivalent)
- Significant professional experience in U.S. Department of Defense Foreign Military Sales (FMS) financial management
- Direct working knowledge of and current access to the Security Cooperation Information Portal (SCIP)
- Demonstrated ability to design, develop, and maintain financial analytics, dynamic reports, dashboards, drill-downs, and data visualizations
- Strong understanding of FMS case execution, funding mechanisms, and financial reconciliation processes
Important Requirements
- Working knowledge of the Australian Defense Management and Financial Plan (DMFP) budget process
- Highly developed financial analysis, forecasting, and trend identification skills
- Experience providing financial support in a defense or government program environment
- Excellent stakeholder engagement and communication skills (both written and verbal)
- Proficiency with Microsoft Office suite, particularly Excel (advanced functions, pivot tables, charts) and Power BI or similar tools
Physical Requirements:
- Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Requires the ability to walk short distances.
- Exerting up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
- Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
