Job DescriptionPURPOSE SUMMARY. Perform building inspections to determine plumbing and mechanical soundness and compliance with specifications and permit services for new and remodeled construction, design, quality of materials, use and occupancy and locations of structures and buildings in Dona Ana County in accordance with applicable laws, regulations, and county ordinances.
ESSENTIAL DUTIES. - Inspect industrial, commercial, residential buildings, during various stages of construction and remodeling; make independent decisions regarding compliance with codes and ordinances of the county stale and federal agencies and constructions methods.
- Analyze buildings undergoing change of use or occupancy, buildings being moved or demolished, and damaged or dilapidated buildings or structures; provides viable alternatives to bring building into compliance.
- Determine extent of damage, safety factors and necessary permits required to repair.
- Conduct inspections to ensure compliance with codes, county ordinances and state regulations.
- Prepare reports and maintain files of inspections and issue permits and citations.
- Coordinate and schedule inspection requests regarding permits.
- Provide quality customer service.

QUALIFICATIONS.A. Education. High School Diploma or equivalent.
B. Experience. Applicant shall qualify by meeting the requirements for examination for plumbing and mechanical inspector licensure within three (3) months of date of hire. Applicant shall acknowledge and meet the requirements for general plumbing/mechanical inspector by the State of NM C.1.D. and NMAC as follows.
- Plumbing/Mechanical: three (3) years of journeyman or foreman experience.
- Candidates with at least one year of journeyman or foreman level experience may substitute technical, university, or college training in a general construction field for up to two (2) years foreman level experience. One (1) year of technical, university or college training shall equal 1/2 a year of foreman level experience.
- Candidates may substitute five (5) years of work experience as a certified plumbing/mechanical inspector from a recognized jurisdiction, and at least two (2) years of related trade experience or construction related technical, university, or college training.
Bilingual (English/Spanish) preferred.
C. Education/Experience substitution. In accordance with the required experience listed under letter B
.D. Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy. Must obtain and maintain NM CID Plumbing and Mechanical Inspector certifications within three (3) months and Residential and Commercial Plumbing and Mechanical Inspector certifications from IAPMO within one (1) year of hire date. Additional IAPMO/ICC certification(s) preferred. Additional NM CID certification(s) preferred. An MM 1-4 or MM-98 license issued by the State of New Mexico or a similar license from another state preferred.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Knowledge of :
- Construction principle and practice of the plumbing/mechanical trade within the construction industry.
- Applicable plumbing/mechanical code and county ordinance related to residential and commercial construction.
- County policy and state, federal, and local building, zoning, housing, and safety law, rule, ordinance, code, and regulation.
- Principle of record keep and record management.
- Standard procedure in a technical field that require extended training or experience to perform work such as adapt equipment with consideration of equipment function characteristic.
Skill in :
- Establish and maintain cooperative work relationships with employees, officials, other agencies, and the general public.
- Operate a personal computer and utilize variety of business software.
- Follow and effectively communicate verbal and written instruction.
Ability to :
- Interpret and apply statutes, rules, ordinances, codes, and regulations.
- Interpret adopted plumbing/mechanical code and regulation and compare with construction in progress.
- Plan, prioritize, and schedule multiple tasks, projects, and demands.
- Assess, analyze, identify, and recommend solutions to problems.
- Interpret results of test based on previous experience and observation rather than direct instrument reading or other measures.
- Extract information from various sources with consideration of applicability, characteristic, and quality of the source.
Compensation Range$23.53 - $38.19
