Job Description

PURPOSE SUMMARY. Plan, coordinate and oversee the Capital Improvement Plan process to prioritize, promote and seek funding for capital project needs for the County through the Legislative Process. Administer State Appropriation grant agreements and maintain Local, State and Federal Requirements in a concise, correct and timely manner.

ESSENTIAL DUTIES.

1. Capital Planning and Coordination
  • Coordinate the County Infrastructure and Capital Outlay process through administration of the Capital Improvement Plan (CIP).
  • Develop timelines for the CIP process and coordinate County-wide planning activities.
  • Arrange and lead internal planning meetings and assign tasks to departments.
  • Prepare and update historical and current CIP documentation, including projections, phasing requirements, and status reports.
  • Report CIP status and recommendations to County management and the Board of County Commissioners.


2. Grant and Funding Program Administration
  • Administer and manage local, state, and federal grant and funding programs related to capital and infrastructure projects.
  • Compile, maintain, and update records of grant funding sources and project accounts.
  • Set up project accounts and prepare budget resolutions for grant-funded projects.
  • Submit required financial projections and reports for grant projects.
  • Monitor grant budgets and prepare internal budget revisions or journal entry corrections as needed.
  • Maintain accurate project and grant information in required reporting databases.


3. Grant Application and Project Support
  • Assist with preparation and development of grant and funding applications.
  • Coordinate the grant application process between County departments.
  • Compile and prepare statistical, economic, and financial reports in support of grant applications.
  • Prepare cost estimates, in-kind contribution estimates, surveys, and cost-benefit analyses.
  • Maintain a database of current and ongoing capital projects and grants.


4. Capital Improvement Plan Evaluation and Reporting
  • Organize and lead the Capital Improvement Plan Evaluation Committee.
  • Prepare and maintain prioritized lists of CIP projects for Board consideration and approval.
  • Enter approved projects into the State Infrastructure Capital Improvement Plan (ICIP) database.
  • Coordinate with the Department of Finance and Administration Legislative Outlay Bureau to ensure data accuracy.
  • Manage CIP and ICIP files, records, and supporting documentation.
  • Oversee departmental application processes for infrastructure funding to ensure compliance with procedures and deadlines.
  • Update, review, and coordinate capital improvement forms and applications.


5. Board and Public Engagement
  • Prepare and present agenda items for Board of County Commissioners approval.
  • Coordinate public input meetings with Commissioners and schedule meeting dates.
  • Announce public meetings during Commission sessions.
  • Present public input results, project rankings, and prioritization outcomes to the Board.
  • Communicate with Commissioners and Legislators to provide updates on County goals, mission, and guiding principles.


6. Training, Intergovernmental Coordination, and Outreach
  • Provide professional, technical, administrative, and analytical assistance related to the County CIP and State ICIP.
  • Conduct County-wide training on capital planning and infrastructure improvement processes.
  • Coordinate with other governmental agencies to promote and align County infrastructure projects.
  • Prepare and distribute notifications to the public, community organizations, funding agencies, legislative sponsors, and other stakeholders.


7. Legislative Outlay and Capital Requests
  • Review departmental capital outlay requests for accuracy and completeness.
  • Issue notices related to Capital Outlay requests.
  • Organize and distribute legislative request packets in coordination with County lobbyists and legislative staff.
  • Assist with legislative tours, meetings, and related coordination activities.


ADDITIONAL DUTIES. Other duties as assigned.

QUALIFICATIONS.

A. Education. Bachelor's degree from an accredited college or university in Business, Public Administration or related field.

B. Experience. Five (5) years of related experience in administering, writing, planning, and coordinating grants or capital improvement projects.

C. Education/Experience substitution. In accordance with County policy.

D. Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass pre-employment background check and driving record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of :
  • Public sector capital improvement planning, infrastructure development, and capital outlay processes.
  • Local, state, and federal grant and funding programs applicable to public infrastructure projects.
  • Governmental budgeting, accounting principles, and financial reporting requirements.
  • State Infrastructure Capital Improvement Plan (ICIP) requirements and related reporting systems.
  • Legislative outlay procedures, timelines, and compliance requirements.
  • Public meeting laws, Board processes, and governmental decision-making structures.
  • Project documentation standards, recordkeeping practices, and audit requirements.


Skill in :
  • Coordinate multi-department planning processes and complex project timelines.
  • Prepare clear, accurate, and comprehensive reports, applications, and supporting documentation.
  • Analyze financial data, budgets, projections, and cost-benefit information.
  • Manage multiple projects and funding sources simultaneously.
  • Facilitate meetings, committees, and collaborative planning sessions.
  • Communicate technical and financial information to elected officials, staff, and the public.
  • Use database systems, spreadsheets, and grant reporting platforms.


Ability to :
  • Administer and oversee capital improvement and infrastructure planning processes.
  • Interpret and apply laws, regulations, policies, and funding requirements.
  • Maintain accurate records and ensure compliance with reporting and audit standards.
  • Establish priorities and meet deadlines in a structured public sector environment.
  • Coordinate with internal departments, external agencies, and funding partners.
  • Present information and recommendations to Boards, committees, and public audiences.
  • Provide training, guidance, and technical assistance to County departments and stakeholders.


Compensation Range
$56,825.60 - $92,227.20
