Position Summary:
ANSER is seeking a Senior Industrial Base Analyst (Mineralogist) to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base. In this key role, you will participate in leading a high-powered team that researches and analyzes strengths, weaknesses, threats and opportunities within the global critical materials and minerals defense industrial base, recommends relevant prototyping efforts, crafts relevant acquisition documents, evaluates proposed efforts, monitors program execution, conducts outreach efforts, and conducts site visits and strategic communications operations as required.

This position requires onsite work at the Pentagon in Arlington, VA as required and applicants must live within 100 miles of the National Capital Region.


Day to Day Responsibilities:

  • Coordinate across the Department of Defense, executive interagency, and military services to identify and develop strategies to mitigate critical minerals and materials requirements. 
  • Develop and maintain budget and execution plans for large $1B+ annual programming, spanning dozens of large-scale multinational minerals, materials, and infrastructure projects.  
  • Lead development and evaluation of industry project calls to deliver technical capabilities from prototype to full commercial-scale.
  • Participate in the leadership of industry, market, and technical research and analysis resulting in mature investment strategies, incorporating the full range of government, commercial, and private support mechanisms.
  • Advise senior officials in prioritization and action against national- and global-level minerals and materials supply chain issues.  
  • Provide business development and staffing recommendations in Critical Mineral and Material national security issues to ANSER leadership.  


Required Qualifications:

  • Active Secret security clearance
  • Bachelor's degree in a technical discipline such as materials and mining, materials science, geophysics, metallurgy, chemistry, geology or similar
  • 18+ years of relevant experience in mineral processing, production, science or technology analysis. Will accept 10 years of relevant experience with a Master's degree.
  • Understanding of / experience in one of the following technical areas: Critical and Strategic Materials/Minerals, Minerology, Mineral Exploration, or Geology
  • Demonstrated familiarity with the DoD acquisition process and PPBE
  • Understanding of federal acquisition management
  • Ability to work well in a team setting and provide guidance to junior/mid-level engineers and technical analysts
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

Preferred Qualifications:

  • Prior OSD or staff level experience
  • Demonstrated knowledge of systems engineering concepts and methods
  • Project Management Professional (PMP) or equivalent
