Core4ce is seeking a highly experienced Release Train Engineer (RTE) to lead and coordinate Agile execution across multiple teams in support of the Defense Health Agency (DHA) Data Governance program. The ideal candidate will be responsible for establishing and maintaining Program Increment (PI) cadence, facilitating PI planning and execution, and managing cross-team dependencies to ensure delivery aligns with contractual milestones. The RTE will work closely with the Program Manager and technical leads to provide clear visibility into schedule health, risks, and impediments, while ensuring Agile/SAFe execution effectively supports fixed-price delivery objectives. Strong experience operating in Federal environments and coordinating complex, multi-objective delivery efforts is essential.
Key Responsibilities:

Serve as the chief facilitator for the Agile Release Train (ART)
Plan and facilitate PI Planning events, including preparation, execution, and follow-up
Coordinate cross-team and cross-objective dependencies to maintain delivery cadence
Facilitate recurring SAFe ceremonies:
ART Sync
System Demos
Inspect & Adapt workshops
Maintain visibility into schedule health, risks, and delivery impediments
Partner with the Program Manager to ensure Agile execution aligns with:
Contractual milestones (DACA / ADC)
IMS commitments
Customer expectations
Support backlog refinement and feature readiness in coordination with Product Owners and technical leads
Promote continuous improvement and Agile best practices across the program

Required Qualifications:

8+ years of experience supporting Agile delivery in Federal IT environments
Ability to obtain and maintain a Public Trust or DoD Secret clearance
Demonstrated experience coordinating multi-team Agile execution (ART-level or equivalent)
Strong understanding of SAFe concepts, including Program Increments (PIs), ART synchronization, Inspect & Adapt, and dependency management
Experience working with Integrated Master Schedules (IMS) and milestone-driven delivery in fixed-price or hybrid contracts
Strong facilitation, communication, and conflict-resolution skills
Preferred Qualifications:

Prior experience supporting DoD or Defense Health Agency (DHA) programs
SAFe Agilist (SA) or SAFe Program Consultant (SPC) a plus
SAFe Release Train Engineer (RTE) certification preferred
Experience operating in fixed-price, milestone-based Federal contracts
Familiarity with Government reporting, CDRLs, and formal review cycles
Experience coordinating delivery across engineering, data, security, and UX teams
Experience working in data-centric or governance-focused programs
Exposure to health IT, analytics, or enterprise data platforms
Experience supporting programs with ISO 9001 / ISO 20000 / ISO 27001 processes
