JOB DESCRIPTION Defense Base Act (DBA) coverage is U.S. federal workers' compensation insurance for civilian employees injured or killed while working on U.S. government contracts outside the United States, including on military bases, public works projects, and national defense contracts. As the foreign extension to the Longshore and Harbor Workers' Compensation Act, the DBA provides medical benefits, disability compensation, and death benefits for compensable claims. Employers are required to secure DBA insurance, inform employees of their rights, and file injury reports with the Department of Labor's Office of Workers' Compensation Programs (OWCP).
