Job Summary: Support the Facility Security Officer (FSO) in all areas of security administration and coordination of the National Industrial Security Program (NISP), as well as promote adherence to 32 Code of Federal Regulation Part 117 (32 CFR Part 117), the National Industrial Security Program Operating Manual (NISPOM). The assistant FSO (AFSO) is the backup to the FSO, and as such may assume any and all duties listed for the FSO as appropriate. The AFSO must be able to work with minimal supervision in a high-stress, fast-paced environment. The Primary work location will be Fort Worth, TX, with the requirement to travel to other ESA facilities on an as-needed basis. This position will require interaction with external organizations such as customers, suppliers, law enforcement, and various government agency representatives.
Responsibilities: - The AFSO will adhere to all requirements as stated in the 32 CFR Part 117, NISPOM, and ESA's policies and security standards, practices and procedures.
- The AFSO shall assist the FSO with administering the ESA Security Program, to include physical security requirements, employee and visitor badge identification, incident response, reporting, and insider threat program requirements.
- The AFSO must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company facilities or information.
- The AFSO shall have primary responsibility for Document Control and Accountability, Closed Area management and safeguarding practices.
- The AFSO reports security issues to the FSO and ESA's Insider Threat Program Senior Official (ITPSO) per NISPOM requirements.
- Assist with implementation of local security procedures and processes as necessary.
- Assist with security education, insider threat awareness, initial briefing for cleared employees, and training activities for facility management, personnel, and others, as appropriate.
- Coordinates Security Program support to include self-assessments for continued security program efficiency, NISPOM compliance, and preparation for formal government security inspections.
- Identifies, documents, and presents solutions to address unique local threats and vulnerabilities.
- Develops and implements Incident Response plans, vulnerability assessments, and maintenance procedures.
- Assist in executing the requirements set forth in the Technology Control Plan (TCP) for foreign visitors.

Knowledge (Education/License/Certification, Prior Experience): - Education - Bachelor Required (4 years functional experience may substitute)
- Ability to obtain a Department of Defense security clearance at the Secret level
- Experience Required:
- Functional (Using Skill Set): 3-5 years
- Industry: 3-5 years
- Must have or be able to obtain STEPP/DCSA required FSO Certification and Insider Threat training.
- Experience developing and implementing OPSEC plans.
- Thorough working knowledge of the NISPOM, other relevant DoD security guidance.
- Strong working knowledge of DISS, NISS, SWIFT, and e-App.
- Experience in processing SF-86, SF-312, Security Investigations and Periodic Reinvestigations.
- Experience Preferred:
- Management: 1-3 years
- COMSEC experience preferred. (Dependent on location) Have COMSEC Custodian certificate or be able to attend and complete IAEC-2112 COMSEC Training Course.
- Experience developing and implementing a critical asset protection program.

- Strong organizational, administrative and interpersonal skills, with attention to detail and follow-through. Timely communications and efficient time management with demonstrated prioritization skills are mandatory for success in this position.
- Proficiency with Microsoft Office products (Word, Excel, PowerPoint and Outlook).
