This position will collaborate with a small team of Sr. Subcontracts Specialists, to drive the end-to-end cycle of FAR15 proposals through analysis of CBOM (Consolidated Bills of Material), quoting and dispositioning of procured parts. By using methods of proving fair and reasonable, the analyst will use available in-house data requiring the use of multiple systems to demonstrate and document price reasonableness. This position will involve navigating ambiguity and challenges including, but not limited to source of supply challenges, low quoting/procurements, unresponsive suppliers and ambiguous or missing information. The successful candidate will be able to solve problems with minimal supervision independently. Throughout, the Senior Subcontract Specialist will deliver compliant FAR15 packages to the US Government, work closely with the Honeywell Pricing Organization and the Government Sourcing MPM group and partner with the Honeywell Business Units to fulfill proposal support.

  • Detailed understanding of DoD Procurement Life Cycle
  • Assessment (and demonstration) of fair and reasonable
  • Conduct price analysis (or other than cost analysis)
  • Knowledge of fair and reasonable techniques as defined by FAR15 and Honeywell GPM
  • Ability to establish and build connections with cross functional points of contact
  • Supplier research and quoting activities

  • Knowledge of fair and reasonable techniques as defined by FAR15 and Honeywell GPM
  • Ability to establish and build connections with cross functional points of contact
  • Supplier research and quoting activities
  • Cost analysis, cost accounting, analytics and negotiations support with what-if analysis
  • Rates and cost analysis, GL/P&L reviews, reviewing government allowables, understanding of cost/price elements.


Qualifications
YOU MUST HAVE
  • 3+ years’ experience in Procurement, Supply Chain, L&C, Business, or Finance
  • DoD procurement subcontracting experience (FAR15) & TINA (Truth in Negotiations Act)
  • Must be a US Citizen due to contractual agreements

  • High degree of organizational skills and ability to execute under tight timelines
  • Maintain status of workload, balance multiple work products and escalate to Lead and Director when needed
  • Supply chain and supplier facing experience
  • Procurement experience within aerospace technologies or similar industries
  • Proficient in technical writing
  • Experience working with DCAA/DCMA, including RFIs, walkthroughs
  • Expert level excel and analytical skills
