Job Description
The Manager of Fiscal and Business for the Department of Pediatrics reports to the Assistant Director of Fiscal and Business. This position manages business support services and fulfills administrative and fiscal requirements for the Department of Pediatrics with USF Health. The responsibilities of this position will include administrative management of budgetary planning, financial analysis, payroll, fiscal and administrative compliance, asset tracking, and more. Minimum Qualifications:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and four years of professional business experience; or a Master's degree in the same fields and two years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.
Preferred Qualifications:
One or more years of experience in financial management for a university-related clinical practice, Strong data analytics background, and high-level experience with Excel.

This job description does not constitute an employment contract.Faculty Compensation Plan (30%):
- Manage the financial administration of the Faculty Compensation Plan. Gather and maintain faculty data for compensation modeling and calculating clinical effort. This includes monitoring HR personnel data, clinical assignments, and long-term leave. These data will be used to calculate and verify incentives, shift-based payments, and applicable withholds. Reconcile workforce reports and clinical payroll to ensure compliance with updated compensation and correct distribution of incentives and withholds. Work with leadership to create and summarize data, providing regular reports on total cFTEs, overall financial impact of compensation changes, and available funding. Ensure wRVU targets are correct for each faculty, adjusting for any potential long-term leave and complete regular audits of payroll. Develop and implement business and fiscal processes to ensure compliance and good stewardship over University resources.
Funds Flow Reconciliation (25%):
- Perform quarterly analysis of the funds flow and project funds flow revenue if necessary. This involves staying up to date on dollar per wRVU payments, ensuring wRVUs are correctly reported, and keeping track of all shift-based, clinical admin, and income guarantee payments. Keep internal logs of the correct distribution of this TGH revenue and its reconciliation to the proper division. Keep future state projections of funds flow for budgeting and senior leadership decision making. Monitor central's quarterly financial postings to ensure they align with internal logs. Advise on any upcoming changes or large impacts to the funds flow and investigate causes and provide feedback on potential improvements.
Other Data Gathering and Analysis (15%):
- Create routine reports and data gathering procedures to provide analysis to leadership or other department stakeholders regularly and as requested. This ranges from university payroll distributions and related stipends to PSR and wRVU projections. Use this and other analysis to advise on impact of potential changes suggested by leadership or other stakeholders to advise on items such as future hirings, changes in assignment, or fiscal needs from outside contracts.
Asset Tracking, Purchasing, and Reconciliation (10%):
- Create and maintain detailed records of USF Pediatrics assets both on the USF and UMSA side. Fulfill purchasing of new assets and assist with disposal of old ones, following all necessary procedures and guidelines. Report on annual reconciliation of assets and provide asset verification to central offices when asked.
Partner with Central Offices (15%):
- Create close partnerships with central offices in UMSA and USF such as Human Resources, Central Finance, Clinical Budgeting, Sponsored Research, and other internal and external partners. This position will be an administrative representative of our department for these offices. Ensure our department has the most up-to-date information on procedures and policies from these central offices. Provide timely responses to requests for information relating to the comp plan, funds flow, ASF compensation, payroll reporting, asset information, and more.
Perform Other Duties as Assigned (5%)
- Perform any other duties necessary for the business operations of the Pediatrics Finance Office.
