Treasury Operations Analyst

Job Description

Reporting to the Assistant Director of Finance and Compliance, the Treasury Operations Analyst is a key contributor within the USF Treasurer's Office, which consists of 4-5 professionals. This administrative-level position plays a vital role in maintaining the University's cash flow forecasting system, supporting capital project administration, and preparing compliance-related financial reports.

The Treasury Operations Analyst provides essential administrative and analytical support including the preparation of reports, and documentation to ensure timely and accurate compliance reporting, support for Corporation Board and Committee meetings, and additional broad support of the Treasury Department operations through coordination, documentation, and process improvement efforts.

Hiring Salary: $55,000 - $65,000

• Bachelor's degree in finance, business, economics, or related field.
• 1-3 years of experience in business operations, financial analysis, treasury operations, or related roles.

Degree Equivalency Clause: Four years of direct experience for a bachelor's degree.

• Senate Bill 1310- The Florida Senate ( https://www.flsenate.gov/Session/Bill/2023/1310 ) is conditional upon meeting all employment eligibility requirements in the U.S.
• SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
• A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
• (a) Two years of direct experience for an associate degree;
• (b) Four years of direct experience for a bachelor's degree;
• (c) Six years of direct experience for a master's degree;
• (d) Seven years of direct experience for a professional degree; or
• (e) Nine years of direct experience for a doctoral degree
• Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
• Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Preferred Qualifications

• Experience in higher education or public sector business operations or finance.
• Strong Excel skills, including financial modeling and data analysis.
• Experience with Power Bi.
• Strong Analytical skills.
• Familiarity with investment and debt instruments.
• Strong attention to detail
• Excellent written and verbal communication skills.

  • Assist in preparing short- and long-term cash flow forecasts to support investment and operational liquidity needs.
  • Monitor daily cash balances and reconcile against forecasted activity.
  • Support the development of forecasting models using historical data and projected expenditures.

Capital Project Monitoring
  • Assist in reviewing payment requests, change orders, and agreements.
  • Assist in preparation of reports on capital project performance and fund balances.
  • Assist in preparing presentations and documentation for senior leadership and external partners.

Compliance & Reporting
  • Maintain organized records for compliance with IRS, SEC, and bond agreements.
  • Assist in preparing reports for internal and external stakeholders, including rating agencies and governing boards.
  • Support the development and maintenance of Treasury policies and procedures.
  • Support debt service tracking and reporting, including covenant compliance.

Collaboration & Communication
  • Work closely with University auxiliaries and DSOs to gather financial data for forecasting and reporting.
  • Assist in preparing presentations and documentation for senior leadership and external partners.
  • Provide administrative support for USF Investment Committee and Corporation Board meetings.
