60% Project Management  

  • Develops, designs, and conducts one or more large and complex projects according to plan; reviews progress and evaluates results
  • Leads project teams, develops project schedules, and determines resources needed. Ensures completion of detailed schedules for projects from initiation to delivery and keep key stakeholders informed of any deviations. Develops project work plans and ensures work is completed within established timelines
  • Formulates project methods and protocols, and suggests options for improving quality; identifies potential problems, recommends and implements solutions.Designs data collection tools and monitor data quality throughout the duration of the project 
  • Gathers relevant data; supervises data collection and verification; and has oversight for literature reviews. Performs data analysis and interprets results for internal and external stakeholders and project leadership
  • Disseminates evaluation findings to external stakeholdersand project leadership
  • Staffs workgroups and committees and serves as primary liaison for external project stakeholders. Manages relationships with project stakeholders, including serving as a connection between different stakeholders and organizing meetings of diverse stakeholders
  • Works with project leadership to develop and monitor project budgets, monitors progress to milestones, and overcomes barriers to success


15% Supervision and Training 

  • Supervises and leads analysts and interns in complex projects by assigning tasks, monitoring progress, and anticipating potential obstacles 
  • Trains cohort of graduate student volunteers for community outreach related to health insurance enrollment


15% Policy Analysis 

  • Responsible for analysis of complex issues related to health and/or human services policy; working with internal and external stakeholders, other analysts, expert consultants and project staff on an on-going basis
  • Works with staff in other areas of CHRT on content related projects, as needed
  • Conducts policy and data analysis to synthesize issue briefs and complete reports for clients
  • Monitors federal and state policy related to health insurance coverage eligibility and enrollment and hospital community benefit requirements
  • Seeks funding opportunities and proposes project ideas that align with funding opportunities 


10% Communications and Outreach  

  • Co-authors/authors publications; may co-present with other staff at meetings and conferences. Develop presentations and training materials
  • Assists in acquiring project funding including writing grant proposals 




Required Qualifications: 

  • Master's degree required in Public Health, Social Work, Public Policy or related field. 
  • 5 to 6 years related experience. 
  • Supervisory and financial management experience. 

 Desired Qualifications: 

  • Understanding of cross-systems delivery and finance models, including Medicaid.
  • Experience supporting coalitions, working groups, or committees preferred.
  • Self-directed, but also enjoys working with teams.
  • Organized and adaptive to client needs and the ebbs and flows in work schedules.
