JOB TITLE: Lead Technical Planner Structural
REPORTS TO: Structural Engineering and Planning Manager
SUMMARY
Works with Technical Planning and Engineering team to develop work plans and technical work instruction packages for production/execution teams and forecasts labor and material costs for all projects based on analyses of project specifications, pricing schedules, and historical data.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Production Planning
- Conduct Structural Inspections
- Obtain IMIA structural inspector certification
- Identify, document and report deficiencies found onboard vessels
- Work with production team to develop work plan
- Develop work packages for production use
- Review work specification to develop work instructions for trades use
- Interpret NAVSEA and customer drawings, standards and specifications
- Determine Objective Quality Evidence requirements
- Material Planning
- Develop Job Material List from technical references and drawings
- Determine material sizes and quantities required
- Resolve technical specification conflicts or suitable substitutes
- Assist purchasing with finding appropriate vendors
- Estimating
- Gather job details and compile data to estimate production and material cost
- Review drawings, specifications, proposals and other documentation to support cost estimates
- Consider raw materials, labor, equipment, and transportation for estimate
- Assist in determining necessary resources for projects based on cost estimates and budget constraints
- Review estimates as requested and analyzes established standards for cost reduction
- Other duties as assigned
SUPERVISORY RESPONSIBILITY
No formal supervisory responsibilities.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to perform shipchecks, shipboard and in confined spaces
- Ability to read and interpret technical drawings; focus on mechanical, structural and weld configuration drawings
- Knowledge of NAVSEA Standard Items and government publications and standards for specifications and manuals
- Familiar with standard concepts, practices, and procedures within the industry
- Knowledge of production management, logistics, and supply chain concepts and methodologies
- Proficient with MicroSoft Office suite of products and associated software applications
- Excellent analytical and organizational skills
- Ability to define problems, collect data, establish facts, and draw valid conclusions
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
- Must be able to pass a pre-employment drug screen and background check
EDUCATION AND EXPERIENCE
- Associate degree or equivalent work experience
- Minimum five (5) years experience in shipyard production environment, preferably in US Navy repair or new construction shipyards.
WORKING CONDITIONS
- Most work performed remotely under pressured, fast-paced conditions; frequently requires overtime
- May require some travel
- Minimal exposure to extreme temperatures, high noise levels, toxic or caustic chemicals, fumes, airborne particles, outdoor weather conditions, dusty conditions, wet and/or humid conditions, hazardous machinery, heights
