The Energy Planning and Innovation Division prioritizes diversifying Oregon's energy mix, successfully integrating renewable energy resources into our energy systems, developing innovative approaches to saving energy, better managing our use of energy, and supporting statewide efforts to meet Oregon's future energy and climate goals. Through statewide programs and projects, the division provides policy expertise and leadership on topics such as renewable and conventional energy resources, alternative fuel vehicles, demand response, energy storage, energy efficiency, and energy system resiliency. The team supports promising initiatives to advance energy innovation – from providing grants to energy technology demonstration projects, to developing energy policy recommendations, to providing technical expertise on emerging energy issues. In 1999, we were the first state in the nation to adopt carbon dioxide emission standards. Today, the division plays a key role in informing greenhouse gas policy discussions and developing options to meet both the state's energy needs and climate goals.

WHAT YOU WILL BE DOING
The purpose of this position is to serve as the agency’s policy and market expert on electricity sector energy systems and markets. This position functions within the program by developing relationships with external organizations and providing advice to the director, assistant director, and program managers on strategic planning, policies, initiatives, and operations to promote the development of renewable energy and complementary technologies.
The agency intends to assign lead work responsibilities to this position, during this assignment the position will also perform lead work duties within the division and work closely with the division manager on assigning work, reviewing work products, and ensuring projects stay on track and deadlines are met.
This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

WHAT WE ARE LOOKING FOR
· A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years of professional-level evaluative, analytical, and planning work.
· Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
The most successful candidate will also have the following skills, experience, and background:
· Experience or demonstrated skills and abilities working with energy modelers to develop scenario-based data analyses that can be used to inform energy policy development.
· Experience or demonstrated skill working with environmental justice communities on energy policy and managing contractors to produce complex analyses and studies.
· Experience leading large stakeholder workgroups, including establishing team objectives, building consensus, and achieving actionable outcomes.
· Demonstrated and extensive knowledge of the following energy areas:
o State clean energy policies and state energy planning
o Electricity and natural gas transmission planning
o Resource adequacy and energy system reliability policies and current activities
o State and regional energy regulatory landscape
o Wholesale energy markets, including electricity, natural gas, and transportation fuels
o Renewable energy resources and generation technologies
o Utility and community energy resilience policy and current activities
· Experience or demonstrated skill and abilities with state or regional energy planning, including integrated resource planning, resource or transmission needs analysis, or distribution system planning.
