Occupational Safety and Health Coordinator - Occupational Safety and Health Department Facilities and Services University of Illinois at Urbana/Champaign
Facilities & Services (F&S) at the University of Illinois at Urbana-Champaign is accepting applications for an Occupational Safety and Health (OSH) Coordinator. The OSH Coordinator, under the administrative direction of the Associate Director, Division of Safety and Compliance, assist with the management of campus occupational safety and health programs and provide professional-level services related to those programs.

MAJOR DUTIES AND RESPONSIBILITIES:
1. Understand, interpret, and implement federal, state, and local regulations regarding the protection of faculty, staff, students, and visitors (OSHA, IL OSHA, IDPH, C-U PHD, USEPA, IEPA, ASHRAE, NFPA). 2. Plan, organize, develop and assist campus with the implementation of Occupational Safety and Health Programs. 3. Formulate recommendations for the continual evaluations of Occupational Safety and Health policies, programs, and procedures. 4. Perform hazard assessments in research laboratories, academic laboratories, farms, industrial shops, construction sites, warehouses, dwellings, offices, and other campus locations for physical, chemical, ergonomic, psychological, and biological hazards to promote compliance with local, state, and federal regulations, and campus policies, programs, and procedures. 5. Report hazard assessment findings including risk and options for corrective actions to researchers, instructors, farm managers, shop managers, construction managers, facilities and operations managers, unit safety contacts, department heads, deans, and campus officers. 6. Provide ongoing support during corrective actions phase including re-evaluations, industrial hygiene monitoring, selection of appropriate control measures, liaison with appropriate vendors for product research, engineering design consultation and review, standard operating procedure development assistance and review, training, and other programmatic activities as necessary. 7. Maintain liaison with local, state and federal regulatory agencies to ensure compliance with applicable occupational safety and health codes, standards or regulations. 8. Assist with the assessment and prioritization of needs for the Occupational Safety and Health Department. 9. Assist with the development of goals, vision and strategic plans for Occupational Safety and Health Department. 10. Serve on campus safety committees to provide consultation to the committee and individuals as an Occupational Safety and Health subject matter expert related to research and non-research activities. 11. Participate in the OSH 24-hour response for fatality/catastrophe notification and investigation, and Campus Emergency Operations Plan response. 12. Participate in near miss and incident investigations, review injury reports and data, assist with injury/illness trending, and make recommendations for corrective actions to prevent future incidents. 13. Support the Mission, Vision, Values and Guiding Principles of Facilities & Services. 14. Perform other duties as assigned by the Associate Director, Division of Safety and Compliance. 15. Pursue professional development activities to expand knowledge, maintain technical expertise and keep abreast of relevant scientific and professional developments in occupational safety and health.
Bachelor's degree in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field.
Master's degree in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field.
Required Work Experience:
Three years of professional experience providing occupational safety and health in construction, manufacturing, wood or metal fabrication, agriculture, public works, utilities, or higher education. Demonstrated experience coordinating all aspects of the workplace safety and health compliance program. This includes written program documentation, assessing hazards, identifying controls, training and auditing in at least three of the following program areas: cranes/hoists, machine guarding, lockout/tagout, powered-industrial trucks, confined space entry, electrical safety, elevated work/fall protection, hearing conservation, respiratory protection, or industrial hygiene.
Preferred Work Experience:
1. Two years of relevant experience in occupational safety and health in construction, manufacturing, wood or metal fabrication, agriculture, public works, utilities, or higher education with a Master's degree. Two years of experience, with a Master's degree, coordinating all aspects (written program document, assessing hazards, identifying controls, training, auditing, etc.) in at least three of the following program areas: cranes/hoists, machine guarding, lockout/tagout, powered-industrial trucks, confined space entry, electrical safety, elevated work/fall protection, hearing conservation, respiratory protection, or industrial hygiene.
Preferred Training, Licenses, or Certifications:
1. CSP, CIH, or other nationally recognized certification. 2. Authorized OSHA Outreach Trainer for General and Construction Industry. 3. OSHA Competent Person for Excavations, Confined Spaces, and Fall Protection. 4. NFPA 70E Arc Flash training.
Successful Candidates will also have:
1. Experience with the breadth of OSHA General and Construction Industry standards. 2. Experience reading, interpreting, and communicating OSHA regulations. 3. Experience in the development of written OSHA compliant programs and coordinating implementation of the program throughout large complex organizations with diverse operations including research operations, manufacturing, construction, utilities, warehousing, public works, and emergency response. 4. Experience performing hazard evaluations for the following: elevated work, excavations, confined spaces, machine guarding, live electrical, work in or near street right-of-ways, work around heavy equipment, and working with hazardous chemicals. 5. Experience evaluating design documents for occupational safety and health hazards and making recommendations for corrective actions. 6. Experience in traditional and online training development, delivery, and evaluation. 7. Experience in powered industrial truck operator evaluation. 8. Experience in incident investigations. 9. Experience performing hazard assessments and recommending corrective action including selection of personal protective equipment. 10. Experience in industrial hygiene surveys and data interpretation for selection of proper controls including local exhaust ventilation and respiratory protection. 11. Experience in qualitative and quantitative respirator fit testing. 12. Ability to work and communicate with a diverse workforce. 13. Experience and flexibility with limited resources, changing priorities and compliance awareness of a diverse workforce.
1. May work in extreme weather conditions. 2. May be exposed to potential danger from moving parts and equipment. 3. May be exposed to heavy dust, loud noise, chemical fumes, welding torches, and other general conditions found within the construction trades. 4. May work around radiation, biohazards, and chemicals with proper training. 5. Must be capable of wearing all required personal protective equipment including respiratory protection, eye/face protection, hearing protection, protective footwear, and protective clothing. 6. May have to climb ladders, work from elevated surfaces, access tunnels, work around/in confined spaces, and other hazards.
1. Generally administrative work, but requiring extensive walking for job site reviews and staff communications. 2. Must be able to climb ladders and stairs. 3. Must be able to work in mechanical/electrical rooms, fabrication shops, laboratories and farms. 4. Position involves frequently lifting tools, toolboxes, technical equipment, equipment cases/containers, and packages for shipment weighing up to 25 pounds.
SALARY AND APPOINTMENT INFORMATION:
This is a full-time Civil Service Safety/Environmental Compliance Associate position on a 12-month service basis. The expected start date is as soon as possible after March 23, 2020. Salary is commensurate with experience.
