POSITION PURPOSE: The Office of Financial Services (OFS) Manager will be responsible for providing consultative support for complex transactions; serving as the primary interface for distributed leadership for financial planning and analysis support; monitoring budget projections and tracking; providing approvals for Financial Specialist and Accountant work products; ensuring compliance and appropriate trainings for all types of funding; supplying policy guidance to customers, Financial Specialist and Accountants on high risk, high dollar values, and/or complex transactions or topics. As direct supervisor for OFS Financial Specialists and Accountants, the Manager will also be responsible for supporting a culture centered on delivering excellent customer service to a base that includes Zone, Area, Department, Institute, and CE leadership. The Manager will ensure that their team provides timely and professional services that support the clients’ research and programmatic goals and that OFS procedures support compliance with University, State, and Federal Guidelines. This Manager will report to the OFS Director. POSITION DUTIES/ESSENTIAL JOB FUNCTIONS: Financial Analysis & Reporting (25%) Monitor the report schedule and create required internal data, external data, foundation endowment accounts, and peer metrics reports for CE leadership Generate ad-hoc financial reports for CE leadership upon request and facilitate standardization by adding relevant reports to the routine reporting schedule Create financial forecasts on funds remaining for departmental leadership Identify issues and errors based on reports generated and communicate them to appropriate parties Budgeting (20%) Collaborate with CE leadership to allocate existing budgets and use monthly reports to monitor appropriate expenses and accounts Develop monthly or annual forecasts for CE leadership Review and approve budget transfer requests to ensure compliance with Extension policies and procedures Oversee and assist in the preparation of the annual budgeting process Supervision (20%) Serve as the direct supervisor for assigned Financial Specialists and Accountants Extramural Post-Award Support (15%) Review and approve cost share input forms; terms and conditions related to financial reporting and expenditure requirements; requests for awards in advance; and grant-related salary and non-salary cost transfers to ensure compliance with relevant Federal, State, System, and Extension policies and procedures Prepare necessary forms, templates, and notifications to facilitate Principal Investigator (PI) changes and subrecipient setup to ensure compliance with relevant Federal, State, System, and Extension policies and procedures Manage ongoing personnel funding allocations and adjust them as needed Verify that the required Institutional Review Boards (IRB) approvals are in place when requesting an award in advance for a project involving human subjects Assist with the preparation of proposals and budgets for awards new PIs transfer into CE Provide Effort Reporting training to new employees to ensure they understand standard operating procedures and Extension Guidelines for Effort Reporting For Smith-Lever funds, compile the annual report for continuation projects, manage monthly drawdowns, and perform quarterly funding reviews for CE and UW-Madison Process Improvement & Internal Controls (10%) Assist the Director in implement new financial processes within the OFS Identify areas to help improve customer service and improve the efficiency and effectiveness of processes Assess internal controls to identify potential gaps and develop solutions to mitigate the risk of audit findings Other (10%) Support the OFS Director in special projects for CE and UW Extension EQUAL OPPORTUNITY EMPLOYER:As an affirmative action employer, UW-Extension provides equal opportunity in programs and employment and is strongly committed to maintaining an organizational climate that supports and respects differences and equality of opportunity.
