RAA Analyst I:• Researches and analyzes commercial defense trade controls policy related to assigned country, regional, and functional portfolios;• Clarifies divergent viewpoints; builds consensus; and identifies courses of action acceptable to U.S. government (USG) stakeholders;• Identifies topics for bilateral meetings and issues that require development of policy papers or options;• Serves as the initial point-of-contact for incoming information and action requests regarding assigned country, regional, and functionalportfolios from Departmental offices, U.S. overseas missions, other USG agencies, foreign governments, international organizations,non-governmental organizations, industry, and other entities;• Identifies, gathers, monitors, analyzes, and reports on developing political, military, national security, economic, legislative, andpolicy developments and issues which affect the USG policy stance and actions, especially in relation to the Arms Export ControlAct (AECA) and the International Traffic in Arms Regulations (ITAR);• Gathers such information from a wide variety of sources and through regular, close consultation with governmental and nongovernmentalexperts and action officers in order to understand the current situation and its implications for U.S. interests;• Interprets the significance of events and trends related to U.S. foreign policy and national security interests, assessing themagainst knowledge of the assigned portfolios;• Initiates, establishes, and maintains close and mutually-supportive working-level relationships within the Department and USG(especially with the intelligence and law enforcement communities) in order to enhance implementation of defense trade controlsand counter- and non-proliferation and to exchange detailed, current relevant information and maintain currency on national securityconcerns;• Drafts cables, decision and information memoranda, briefing papers, and other documents to ensure they support U.S. policygoals and objectives and are consistent with pertinent U.S. laws and regulations, clearing such analytical products with relevantDepartmental and other organizations and modifying drafts as necessary and appropriate. Provides policy analysis on regional defensetrade controls issues via written and oral presentations to division chief, office director, deputy assistant secretary, and othersenior bureau officials;• Performs thorough, expert, and methodical risk analysis of export authorization requests subject to Watch List holds and BlueLantern end-use checks, applying knowledge and expertise of foreign affairs, national security concerns, and defense trade controllaws and regulations, exercising judgment, and alerting, consulting with, or recommending courses of action to managementwhen appropriate;• Implements the Blue Lantern end-use monitoring program for commercial defense exports, per Sections 38(g) and 40(a) of theArms Export Control Act (AECA);• Works independently and with Departmental and interagency partners to support the adjudication of export license applicationsand identify appropriate end-use monitoring checks, exercising judgment and applying knowledge of risk factors, foreign policy,national security concerns and interests, and defense trade control laws and regulations;• Initiates, drafts, obtains clearances for, and sends action-request cables to overseas diplomatic posts;• Maintains case portfolio and Blue Lantern database;• Provides clear, well-informed, and detailed guidance and information to licensing officers in support of final adjudication of exportauthorization requests;• Liaises with and regularly briefs licensing officers and other USG officials on illicit defense trade trends;• Drafts referrals to Office of Defense Trade Controls Compliance of unfavorable Blue Lantern results and other potential civil andcriminal violations of U.S. export control laws and regulations;• Regularly collects, reviews, and analyzes classified and unclassified information to maintain and increase knowledge of currentdefense trade trends and illicit activity, especially overseas;• Interprets and assesses significance of developments for U.S. foreign policy and national security interests, applying broad andin-depth knowledge of assigned country, regional, and functional portfolios;• Adds or updates Watch List entries, maintaining history and currency of information, based on information gathered through regularmonitoring, review, and analysis of classified and unclassified sources;• Performs complex, in-depth research and analysis projects related to foreign affairs, national security, defense trade, illicit activity,and the AECA and ITAR;• Performs established vetting procedures for candidates to become approved community members and consignees under the UKand Australia Defense Trade Cooperation Treaties;• Reviews foreign person visa requests with export control implications;• Advises office management, directorate leadership, and senior PM Bureau officials on regional and functional commercial defensetrade control issues, accompanying them on overseas missions as appropriate;• Provides office, directorate, and bureau leadership as well as interagency partners with expert interpretation, analysis, and optionsfor effective U.S. policy choices related to the assigned portfolios;• Prepares, participates in, and follows up overseas outreach and site visits to educate, raise awareness, and foster the cooperationof U.S. and foreign government officials and industry representatives concerning defense trade controls and end-use monitoringpolicies, requirements, and procedures;• Conducts on-site end-use checks overseas;• Participates in Departmental and interagency export control/non-proliferation groups and training/outreach activities;• Participates in meetings within the Department and interagency and with foreign governments and industry, providing expert adviceand explaining laws and regulations;• Provides informational consultations, orientations, and training sessions to colleagues and management officials across the Department,interagency, and private sector;• Supports other office personnel as assigned;• Performs special projects/tasks and other related duties as assigned by division chief or senior management;• Working knowledge of Microsoft Office Suite programs including Word, PowerPoint, Excel and Access;• Able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, printers, and computers;• May be required to travel within CONUS and or OCONUS;• Performs other administrative and or escort duties as assigned;• There are two levels of RAD Analyst, which are based on experience, qualifications, duties, and level of independence:

RAA Analyst I - Entry-level background in international relations, foreign affairs, national security, intelligence, or other relatedacademic area is required. Incumbent fulfills duties and produces work products with moderate oversight required from divisionchief. Must have a minimum Top Secret security clearance.
