Cascade Energy is the third-party contractor responsible for the delivery of the Bonneville Power Administration’s (BPA) Energy Smart Industrial (ESI) program. ESI is a multifaceted, large-scale industrial efficiency program offered through BPA’s utility customers in the Pacific Northwest. We are seeking a Program Delivery Manager(known in the field as an Energy Smart Industrial Partner [ESIP]) to deliver this program in regions of SW Washington and NW Oregon.

The ESIP plays a central role in delivering the ESI program to the region’s industrial sector. The ESIP aligns the program’s resources with the local utility’s conservation structure and goals, and then works with their industrial customers to identify and implement projects that produce measurable, verifiable energy savings. He or she will serve as a facilitator between local utilities, industrial facilities, Technical Service Providers (TSPs), and BPA.  

This full-time, exempt position is based out of our Portland office and reports to the ESIP Manager. Options may exist for remote work locations near the assigned service territory. This role will require approximately 20-30% field work, generally day trips. The work schedule is flexible with the expectation that team members are available during normal business hours.

  •  Developing and cultivating strong, long-term relationships with assigned utilities and their industrial customers
  •  Serving as a single-point-of-contact resource, facilitating meetings and email communications between utilities, BPA, end users, and Technical Service Providers (TSPs)
  •  Identifying and developing new energy efficiency projects to fill the program’s pipeline and ensure ESI meets current and future energy savings goals set by BPA
  •  Providing oversight of multiple projects throughout the entirety of the project life-cycle, ensuring on-time deliverables that meet ESI’s quality guidelines and standards of customer service
  •  Analyzing energy data to identify the presence of opportunity (or lack thereof), establish pre-project baselines, and estimate post-project savings. Develop measurement and verification (M&V) plans in accordance with BPA’s custom project M&V protocols
  • Performing on-site fieldwork including diagnostic measurements and data logging of power, current, pressure, temperature, rpm, light level, etc.
  •  Authoring TSP statements of work, and overseeing the TSP’s delivery of services including analysis and reporting
  • Complying with Cascade’s electrical safety policies, including pre-work safety briefs, job planning forms, and the use of appropriate personal protective equipment
  • Regular reporting of project status and key activities in assigned territory, and upkeep of a project database and key performance indicators in program’s software portal (the ESI HUB)


The ideal ESIP is forward-thinking and strategic, with marketing savvy and a “roll up your sleeves and get the job done” attitude. This role requires the ability to understand both technical opportunities and program constraints in order to translate utility and end user needs into short- and long-term business strategies and initiatives. It requires the ability to communicate with people at all levels of an organization with comfort and ease, from plant managers to equipment operators, from meter techs to the utility’s board of directors.

Highly desirable skills and experience include:

  •  Experience in energy efficiency, industrial environments, project management, and/or demand side management program delivery
  •  Understanding of, or direct experience in, one or more industries. Typical participants in the ESI program include food processors, high tech manufacturers (integrated circuits or silicon), wood product manufacturers, water and wastewater treatment facilities, and other general manufacturers.
  •  Deep familiarity with one or more common industrial systems, and typical energy efficiency measure that apply to those systems.
  •  Experience with the principles of continuous improvement, and exposure to Strategic Energy Management (SEM) concepts. 
  •  Strong project management and organizational skills
  •  Proficiency with MS Office suite of software
  •  Experience calculating project economics and “selling” projects to upper management.
  •  Experience developing and managing budgets


  •  A bachelor’s degree (or higher) in Mechanical, Chemical, or Civil Engineering is preferred 
  •  Four or more years of professional experience in industry, energy efficiency consulting, or other relevant experience is preferred.
